RPV City Council may
support RHE moratorium - June 5, 2007

Palos Verdes Staff is recommending that the City Council adopt a
resolution in support of a Rolling Hills Estates moratorium
ordinance
Peninsula Village Overlay Zone, Rolling Hills Estates
On May 8, 2007, the Rolling Hills Estates City Council held a
meeting to receive updates on the status of the Peninsula Village
Overlay Zone (PVOZ), the outcome of the public workshop held on
March 19, 2007, and additional traffic engineering analysis. As a
result of these discussions, the City Council reduced the size of
the PVOZ by eliminating the area along “Little” Silver Spur Road;
and revising the alternative proposals to be analyzed in the draft
PEIR to a maximum of four hundred fifty (450) or three hundred
seventy-five (375) units. One hundred thirty-three (133) units have
already been approved by the City.
According to the Palos Verdes
Peninsula News, on May 22, 2007, the Rolling Hills Estates City
Council directed its Staff to prepare a moratorium ordinance to
temporarily halt development applications in the Peninsula Village
area. The City Council is scheduled to consider this ordinance on
June 12, 2007. Accordingly, Mayor Long and Councilman Wolowicz asked
Staff to prepare a resolution in support of the moratorium for the
City Council’s consideration. Staff has prepared said resolution
(see attachments) and is recommending that the City Council adopt
the draft resolution this evening, prior to the June 12, 2007,
Rolling Hills Estates City Council meeting. It should also be noted
that the City of Rolling Hills Estates will host another public
workshop on the revised proposal on a future date to be determined.
